Builds a ProblemDetailsCatalog as a standalone value.

Use this when something besides StatusPages needs the catalog — documenting it, for instance. install(StatusPages) { problemDetails { } } remains the shorter form when nothing does. The returned catalog is immutable; declare every mapping inside configure.
